Singapore Cracks Down: Five Fines Issued as Cycling Ban on Pedestrian-Only Paths Takes Hold

Singapore is serious about pedestrian safety, and it's putting its foot down on cyclists who venture onto designated pedestrian-only paths. Just one month after new rules came into effect on March 1, 2024, five fines have already been issued to cyclists flouting the ban, signaling a clear commitment from authorities to ensure safety for walkers and runners.

The proactive enforcement follows the implementation of a ban on cycling, as well as the use of personal mobility devices (PMDs) and power-assisted bicycles (PABs), on several key pedestrian-only routes.

These include the picturesque Rail Corridor (Central) and various sections of park connectors managed by the National Parks Board (NParks).

For those caught for the first time, the penalty is a hefty S$300 fine. Repeat offenders, however, face a much graver consequence, potentially being hauled to court where they could be slapped with a fine of up to S$5,000 or even a jail term of up to six months.

This stern approach underscores the seriousness with which Singapore views the potential dangers posed by faster-moving devices on paths intended solely for foot traffic.

The enforcement effort is a collaborative one, with NParks working in tandem with the Land Transport Authority (LTA) to manage and monitor these shared and segregated pathways.

While some paths are now exclusively for pedestrians, parallel cycling paths or dedicated active mobility corridors often run alongside, offering safe and appropriate alternatives for cyclists and PMD users.

Before the ban took effect, extensive efforts were made to inform the public. Signage was prominently displayed along the affected routes, and comprehensive public education campaigns were rolled out across various platforms.

The message was clear: these paths are for pedestrians only, for their safety and enjoyment.

While authorities acknowledge that the majority of cyclists have been compliant with the new regulations, the issuance of five fines highlights that enforcement remains crucial. The objective is singular: to enhance the overall safety and experience for all users of Singapore’s expansive network of green spaces and park connectors, ensuring that pedestrians can enjoy their walks and runs without concern for speeding bicycles or PMDs.
