Mumbai's Transport Department Revs Up Enforcement Against Unregistered Low-Speed E-Bikes

Mumbai's transport authorities are gearing up for a significant crackdown on unregistered low-speed electric bikes, a move prompted by a surge in their use and growing concerns over safety and regulatory oversight. While these eco-friendly vehicles offer convenience, their burgeoning popularity has brought to light a critical loophole: many fall outside the traditional purview of RTO registration, leading to calls for stricter enforcement.

According to directives issued by the Transport Commissioner, regional transport offices (RTOs) across the city are now mandated to intensify their surveillance of low-speed electric vehicles.

This includes electric bikes, scooters, and cycles that typically operate below 25 kmph and have a motor power output of less than 250 watts. Under current Motor Vehicle Act rules, such vehicles are exempt from the stringent registration processes that apply to conventional motorcycles and cars. Furthermore, riders of these low-speed e-bikes are not required to possess a driving license, nor are they obligated to wear helmets, though it is strongly advised.

Despite these exemptions, the Transport Department is not viewing this as a free pass.

The new drive focuses on ensuring that even these exempt vehicles adhere to fundamental safety standards and are not involved in illegal activities. Authorities are particularly concerned about instances where these bikes might be illegally modified to achieve higher speeds or are used by individuals who may not be exercising due caution, leading to potential accidents.

The department's stance is clear: while registration isn't mandatory, the responsibility for safe operation and adherence to basic road etiquette remains paramount.

Officials indicate that checks will be conducted at various points, targeting both individual riders and dealers. The objective is to educate users about safe riding practices and to hold dealers accountable for selling vehicles that meet prescribed specifications.

This heightened scrutiny comes amidst a period of rapid growth for electric mobility in India.
