Election Commission Halts Transfers of Poll Officials During SSR 2027

ECI bans transfer of officials handling Special Summary Revision 2027 until final roll publication

The Election Commission of India has ordered that officers working on the 2027 Special Summary Revision of electoral rolls cannot be transferred without its consent, covering the draft and final publication phases across 17 states and UTs.

The Election Commission of India (ECI) has put a temporary stop on moving any officer who is part of the Special Summary Revision (SSR) 2027 exercise. In plain terms, no one can be shifted from their post until the final electoral roll is published.

Why this matters? The SSR programme is a massive clean‑up of voter lists for assembly constituencies, using 1 January 2027 as the qualifying date. To keep things on track, the commission says officials must stay put from the draft stage right through to the final publication.

According to a press note from the Uttar Pradesh Chief Electoral Officer, Section 13 of the Representation of the People Act, 1950, treats these officers as being on deputation to the ECI. While they’re on deputation, they answer only to the commission’s supervision, discipline and control.

The timeline is tight. The draft of the integrated electoral roll is slated for 12 November 2026. From that day until 11 December 2026, the public can lodge claims or objections. The ECI promises to sort those out by 28 December 2026, after which the final roll will be released on 4 January 2027.

During this window, key posts – District Election Officer, Electoral Registration Officer, Assistant Electoral Registration Officer and any other staff tied to the revision – must remain filled. The commission also stresses that no one involved in the SSR can be transferred without its prior nod.

The directive spans 17 states and union territories: Andaman & Nicobar Islands, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Manipur, Puducherry, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal. Separate schedules will be announced for regions already in the Special Intensive Revision phase (like Andhra Pradesh, Haryana, Karnataka, Maharashtra, Odisha, Telangana, Delhi) and for Himachal Pradesh, Jammu & Kashmir and Ladakh, where the work has yet to start.

By keeping the team steady, the ECI hopes the SSR‑2027 will roll out “smoothly, transparently and in an organised manner” within the prescribed time‑frame. The commission’s message is clear: no eligible citizen should be left out, and no ineligible name should sneak in.

These steps, while procedural, aim to bolster confidence in the voter list ahead of the upcoming state elections. As the nation watches, the ECI’s firm hand on staffing underscores its commitment to a fair electoral process.
