Quebec Extends Pool Safety Deadline by a Year Amidst Implementation Hurdles

Quebec homeowners with older residential pools now have an extra year to comply with crucial new safety regulations. The provincial government has announced a one-year extension, pushing the deadline from September 30, 2025, to September 30, 2026. This decision comes as a direct response to widespread concerns from citizens and industry professionals regarding the practical challenges of meeting the initial timeline.

The regulations, which primarily target pools installed before November 1, 2010, are designed to significantly enhance safety and prevent drownings, particularly among young children.

They mandate specific fencing requirements: all residential pools must be enclosed by a fence at least 1.2 metres (about four feet) high. Crucially, these fences must not have any permanent elements that could aid in climbing, and gates must be self-closing and self-latching. Additionally, any permanent structure that could facilitate access to the pool, such as a patio or deck directly adjacent, must be adequately secured or modified.

Minister of Housing, France-Élaine Duranceau, acknowledged the difficulties faced by many pool owners.

"We are aware that some owners of residential pools installed before 2010 are experiencing difficulties in complying with the regulations within the initial timeframe," Duranceau stated. The challenges include the availability of contractors, the escalating cost of materials, and the sheer volume of work required across the province.

Industry associations had also voiced concerns about labour shortages and supply chain issues, making it difficult to service all affected pools by the original deadline.

This extension offers a much-needed reprieve, allowing more time for owners to navigate the necessary renovations and for the industry to manage the workload more effectively.

While the pushback aims to ease the burden on homeowners, the underlying imperative for safety remains paramount. The government firmly reiterates its commitment to reducing drownings and encourages all pool owners to prioritize safety measures, even with the extended deadline.
