India Acts Swiftly: Expediting BIS Approvals for Taiwanese Steel to Boost MSMEs and Fortify Trade

In a significant move to safeguard domestic manufacturing and strengthen vital supply chains, India is rapidly moving to expedite Bureau of Indian Standards (BIS) approvals for steel products originating from Taiwan. This decisive action comes after Micro, Small, and Medium Enterprises (MSMEs) in India raised alarms over persistent delays caused by Quality Control Orders (QCOs), which mandate BIS certification for specific imported steel categories.

For months, Indian MSME importers have grappled with mounting challenges.

QCOs, introduced to ensure high-quality standards for steel consumed within the country, inadvertently created bottlenecks for certain specialized Taiwanese steel products. These products are often crucial components for high-end applications in critical sectors such as automotive, defense, and power generation.

The resulting delays in BIS certification have translated into spiraling costs, production halts, and a looming threat of supply chain disruptions for these smaller businesses, impacting their competitiveness and operational efficiency.

The Ministry of Steel has taken proactive steps to address this pressing issue.

Recognizing the urgency and the strategic importance of ensuring a smooth flow of essential raw materials, the Ministry is actively exploring mechanisms to streamline and accelerate the approval process for Taiwanese steel plants. While the exact modalities are still being finalized, discussions are underway for potential solutions such as a single-window clearance system or a prioritized processing track for imports from trusted partners like Taiwan, known for its advanced steel manufacturing capabilities.

Taiwanese steel manufacturers, too, have voiced their concerns regarding the lengthy and often complex BIS certification procedures, which involve rigorous plant inspections and extensive documentation.
