Trump implied that if it hadn’t been for McCain, the healthcare act would have been repealed. He particularly disparaged McCain’s vote from 2017, which went against a Republican-led effort to revoke parts of the law.
The backdrop here is McCain's military service where he sustained severe injuries, impacting his ability to lift his arms over his shoulders. McCain was an American prisoner in North Vietnam for over five years after his Skyhawk dive bomber was shot down in 1967.

Notably, during his 2016 campaign, Trump controversially stated that McCain was not a “war hero” and expressed appreciation for those who "weren’t captured".
