Article content The ongoing work to enhance Cabana Road — which is getting more expensive — hit another milestone with completion of a section of the main south Windsor artery from just west of Dominion Boulevard to Highway 3. The latest Phase 4, which cost about $19 million, included expanding that stretch of Cabana to four lanes and adding wider sidewalks, active transportation facilities, upgraded water mains, street lighting, traffic signals, and pedestrian crossing signals.

City of Windsor engineer Mark Winterton said another key part of the work was installation of larger sewers to address “substandard drainage.” “We put in some large pipes to be able to handle storm water,” said Winterton. “That should benefit the residents of South Windsor as well, as it relates to flooding.

“It’s not going to eliminate flooding but it will certainly move the needle in the right direction.” Construction on Cabana Road began in 2016 after city council voted to spend $46 million on the multiphase project. Phase 1 covered Cabana from just west of Provincial Road to Howard Avenue. Winterton said the total price tag will likely be closer to $60 million by the time the entire project is completed due to inflation and increases in construction costs.

Phase 4 was largely completed in late December, he said, though there is still some minimal surface asphalt and boulevard work to do. Winterton said the fifth phase will likely begin next year, subject to budget approvals, with work extending from Provincial Road to Walker Road. Design work is already underway.
