Punjab's Urgent Plea: A Lifeline Sought Amidst Border Tensions and Flood Devastation

It’s no secret that Punjab, a state synonymous with resilience and agricultural prowess, has been grappling with an extraordinary confluence of challenges. Now, during a crucial pre-budget consultation, the state has laid bare its financial vulnerabilities before the Union Finance Minister, Nirmala Sitharaman, earnestly seeking a much-needed special fiscal package. This isn’t just about numbers; it's about the very stability and future of a state that plays a pivotal role at the nation’s frontier.

Harpal Singh Cheema, Punjab's Finance Minister, articulated the state's predicament with undeniable clarity. He emphasized that Punjab isn’t just any other state; it carries the heavy mantle of being a border region. The cessation of GST compensation has created a gaping hole in its revenue, and so, extending this support for another five years became a key demand. Cheema also pressed for the re-establishment of pre-1980 industrial incentives, believing this could jumpstart economic activity and create much-needed jobs.

Requests included an increased allocation for the Border Area Development Programme (BADP), recognizing the specific needs of communities living along the international border. Furthermore, Punjab called for the waiver of an outstanding loan related to Bhakra Beas Management Board (BBMB) projects and pitched for the establishment of a National Centre for Disaster Management right there in Punjab, given its recent experiences.

Specific infrastructure projects also featured prominently on the agenda. Funding for the critical Shahpur Kandi Dam project, the Anandpur Sahib-Naina Devi ropeway project (which promises to boost tourism), and upgrades to Adampur airport were all put forward.
