Chaos Unfolds at Federal Plaza: Veteran Detained After Fiery Attack in Lower Manhattan

A typical Monday morning in Lower Manhattan was abruptly shattered by a disturbing incident at 26 Federal Plaza, a bustling hub for various federal offices. Just after 8:20 a.m. on July 20, 2026, the area around the employee entrance on Worth Street, near Lafayette, became the scene of an alarming explosion and subsequent fire. Authorities quickly identified the alleged perpetrator as Andrew Arrabaca, a 43-year-old U.S. Army veteran whose last known address was in Harlem, with a previous residence in Poughkeepsie. Reports indicate that Arrabaca deliberately ignited fireworks, then proceeded to pour a flammable liquid, believed to be gasoline, setting the area ablaze. But his actions didn't stop there.

The scene described by officials painted a chilling picture. Arrabaca, wearing a military-style helmet, was heavily armed. He carried an arsenal that included two axes, three knives, a hammer, a machete, and even a pellet gun.
